From Community-Based Resource Management to Complex Systems: The Scale Issue and Marine Commons

چکیده
Most research in the area of common property (common-pool) resources in the last 2-3 decades sought the simplicity of community-based resource management cases to develop theory. This was mainly because of the relative ease of observing processes of self-governance in simple cases. However, this creates a problem. Whether the findings of small-scale, community-based commons can be scaled up to generalize about regional and global commons is much debated. Even though some of the principles from community-based studies are likely relevant across scale, new and different principles may also come into play at different levels. Cross-scale institutions (such as institutions of co-management) have something in common: they provide ways to deal with complex adaptive systems. They all pertain to various aspects of complexity, such as selforganization, uncertainty, and resilience, and deal with the challenges of scale. Communities themselves can be seen as complex systems -embedded in larger complex systems. Thus, community-based resource management needs to deal with cross-scale governance and external drivers of change, as I illustrate with examples of marine commons.

Cognitive mapping concept of resource management for the viability of local communities
The local community is a complex socio-economic system, and its ability to function for an indefinitely long period of time (viability) is not investigated sufficiently today. The purpose of the research was, using the cognitive mapping, propose to the local community management developing their own management strategies to ensure its viability. Considering the weakly structured subject area of...

Project management is an important factor to accomplish the decision to implement large-scale software systems (LSS) in a successful manner. The effective project management comes into play to plan, coordinate and control such a complex project. Project management factor has been argued as one of the important Critical Success Factor (CSF), which need to be measured and monitored carefully duri...
متن کاملLack of Cross-Scale Linkages Reduces Robustness of Community-Based Fisheries Management
Community-based management and the establishment of marine reserves have been advocated worldwide as means to overcome overexploitation of fisheries. Yet, researchers and managers are divided regarding the effectiveness of these measures. The "tragedy of the commons" model is often accepted as a universal paradigm, which assumes that unless managed by the State or privatized, common-pool resour...

The destructive effects of activities such as illegal and unreported fishing, pollution of the marine environment and resource exploitation have led to increasing concern for the health of the oceans. Organisational arrangements to coordinate and facilitate community action can be crucial to the functioning of equitable and sustainable resource management systems. This point has been well established in over a decade of research on common property resource management (Berkes and Farvar 1989, Alcorn 1995, Berkes and Folke 1998, Ostrom 1998, Ostrom 1999) and social capital (summarised by Flora...
